Two Things at Once.
In the safehouse, Mike briefs his partner — eyes down on the files, and the words never stop.藏身处里，麦克向搭档说明——眼睛落在资料上，话没有停。藏身處裡，麥克向搭檔說明——眼睛落在資料上，話沒有停。Trong nơi ẩn náu, Mike thuyết trình cho cộng sự — mắt cúi xuống tập tài liệu, còn lời nói thì không ngừng.

なぜ この男に任せる? マイクは淡々と並べる。

1. V-ながら (doing two things at once)

Grammar Patterns
V-ます形 + ながら
Drop ます, add ながら. Two actions by the same person at the same time; the main action is the second verb. 音楽を聞きながら歩きます。
普通形 + し、〜
Plain form + し lists reasons or qualities (often more than one). な-adj/N add だ: しずかだし、社員だし. Implies 'and (on top of that)'.
〜し、〜し、〜 (stacking)
Use し twice or more to pile up reasons toward a conclusion: 速いし、安いし、いいです。(It's fast, cheap, so it's good.)

ながら — same subject only
Both actions must be done by the same person. The main point is the second verb: 「テレビを見ながら食べます」 = (mainly) eat, while watching TV.
し vs て — what's the difference?
〜て just connects. 〜し implies reasons piling up ('and what's more…'), often leading to a judgment: 安いし、近いし、ここにします。
